Aretian has recently completed a comprehensive Urban Design and Economic Development Plan to transform Rio de Janeiro into a leading node within Brazil's emerging innovation ecosystem. The masterplan establishes a strategic framework connecting 13 major research institutions with industry partners across three key districts, creating an integrated environment for research, innovation, and collaboration.

Strategic framework for innovation-led growth
The Rio de Janeiro Innovation District Masterplan addresses a critical challenge: despite Rio's strong research base, the city's innovation intensity stood at just 12%, well below the 20% threshold characteristic of world-class innovation ecosystems. The masterplan delivers a comprehensive roadmap to bridge this gap through data-driven spatial planning and economic strategy.
Spanning three strategic areas - PUC Rio (Gávea), Centro (including Porto Maravalley and ACB and UFRJ Parque Tecnológico - the plan creates a complete innovation pipeline connecting applied research through technology transfer, innovation centers, startup incubation, and industry commercialization.

Integrated approach: urban design meets economic development
The masterplan integrates three complementary components:
Urban design excellence: Grounded in advanced city form analysis, the design strategy prioritizes urban connectivity and design quality as fundamental levers for creating high performance innovation environments. The approach addresses significant disparities in urban infrastructure and accessibility across neighborhoods, ensuring the physical environment supports knowledge work and collaboration.
Innovation pipeline strategy: By mapping and strengthening connections between research institutions, innovation centers, startups, and industry across all five innovation phases, the plan creates an integrated ecosystem where academic discovery flows seamlessly to commercialization.
Smart specialization: The masterplan identifies six core knowledge areas with competitive advantages: AI/Computer Science/Digital (shared across all areas), Advanced Manufacturing/Media, Agriculture/Nutrition, Automobile Engineering, Medical Research/Pharmaceuticals, and UrbanTech/Oil & Gas/Finance. Strategic spatial programming distributes facilities across districts to maximize synergies.
Measurable transformation
The masterplan establishes concrete targets for Rio's innovation transformation:
Innovation employment growth: 45,772 total innovation-focused employees across all phases, including 10,985 researchers, 4,577 innovators in innovation centers, 22,886 employees in innovative companies, and 7,324 startup innovators;
Built environment development: 915,458 m² of innovation-focused development distributed across three districts - PUC Gávea (145,852 m²), Centro ACB + Porto Maravalley (159,446 m²), and UFRJ Parque Tecnológico (610,160 m²);
Complete innovation ecosystem: Integrated network connecting research, technology transfer, innovation centers, startup incubation, and industry verticals;
Evidence-based implementation: Comprehensive diagnostic framework, 3D massing studies, innovation pipeline visualizations, and actionable KPIs to guide investment.

From diagnosis to implementation
The project leverages Aretian's methodology for territorial analytics and knowledge economy strategy to deliver more than a vision, it provides cities with implementable frameworks backed by rigorous analysis. By addressing urban connectivity, economic diversification, and institutional collaboration simultaneously, the masterplan positions Rio de Janeiro to compete as a leading innovation hub while supporting sustainable urban development.
