Overview

The Belém Airport Innovation District is a transformative urban development project designed to turn the area around Belém do Pará’s airport into a vibrant innovation hub. In collaboration with Systemiq, the project integrates urban design excellence with strategic economic development, focusing on high-value industries and sustainability. The initiative aims to enhance the airport’s infrastructure to meet the demands of COP30, while fostering long-term growth in emerging sectors like biotech and digital design, positioning Belém as a global leader in sustainable urban development.


Aretian and Systemiq brought complementary strengths to the project. Aretian provided urban analytics and design expertise, while Systemiq focused on sustainability and economic transformation. Together, we crafted a master plan that balanced immediate infrastructure needs with long-term economic and environmental sustainability, ensuring the district supported Brazil’s commitments to COP30 and beyond.

Challenge

NOA Belém faced significant challenges, including outdated infrastructure, a need for economic diversification, and the pressure to prepare the airport for COP30. The existing urban landscape around the airport had limited access to amenities and a need for more support for emerging industries. Expanding and modernizing airport operations without disrupting current functions was also crucial to support the expected influx of international visitors for COP30.


Aretian’s Solution

Aretian developed a phased masterplan that included:

  • Fractal-inspired urban design plan to improve land use efficiency and connectivity

  • Area-specific knowledge-economy-focused strategic zoning for biotech, digital design, and advanced manufacturing

  • Airport and logistics enhancements to support current operations and COP30 demands.

  • Sustainability Initiatives aligned with Brazil’s environmental goals

Outcomes

  • Diversified Economy with High Innovation—Per Aretian’s recommendations and advanced methodology, the district will focus on sectors like medical and pharmaceuticals (21% of its economic activity), high-tech and digital (25.52%), and hospitality and leisure (28.24%).

    • The projected total annual business revenue for 2035 is $1.08 billion. 

    • By 2040, over 16,400 new jobs will be created across various sectors, particularly in biotech, high-tech, and advanced manufacturing.

  • Infrastructure Modernization - Aretian supported urban design expansion to support an increase in passenger and cargo throughput by 2030.

  • Enhanced Urban Efficiency - Aretian’s designs of over 800,000 m2 will make the city’s layout more accessible to essential places like shops, parks, and workplaces.

  • Sustainability Leadership - All new developments in the district aim to meet international green building standards, supporting Brazil’s climate commitments.
