Overview
The Rio de Janeiro Innovation District project develops a comprehensive Urban Design and Economic Development Plan to transform the city into a leading node within Brazil's emerging innovation ecosystem. Spanning three strategic areas—PUC Rio (Gávea), Centro (including Porto Maravalley and ACB), and UFRJ Parque Tecnológico—the masterplan connects 13 major research institutions with industry partners like Petrobras to create a dynamic environment for research, innovation, and collaboration.
By leveraging Aretian's methodology for territorial analytics, knowledge economy strategy, and spatial planning, the project articulates a cohesive vision that strengthens Rio de Janeiro's regional competitiveness while addressing urban connectivity, economic diversification, and sustainable development goals.
The Challenge
Rio de Janeiro faces several structural challenges limiting its innovation potential:
Low Innovation Intensity: At 12%, Rio's knowledge-intensive employment falls below the target of 20% needed for world-class innovation ecosystems
Heterogeneous Urban Design Quality: Significant disparities in urban design excellence and connectivity across neighborhoods impact accessibility, infrastructure efficiency, and livability
Traditional Economy Dominance: Over-reliance on traditional wholesale trade and concentrated sectors (particularly petroleum/oil derivatives) hinders economic diversification and startup creation
Disconnected Innovation Pipeline: Weak linkages between research institutions, technology transfer centers, and industry limit the flow from academic discovery to commercialization

Aretian’s Solution
Aretian delivered a data-driven masterplan that translates territorial and economic diagnostics into an implementable, innovation-led urban strategy—structured around three integrated components:
Urban Design: A design strategy grounded in advanced city form analysis, prioritizing Urban Design Excellence and Urban Connectivity as levers to improve livability, accessibility, and the performance of innovation environments.
Innovation Pipeline Strategy: Mapping and strengthening connections between research institutions, innovation centers, startups, and industry across five innovation phases—from applied research to commercialization.
Smart Specialization Strategy: Identifying six core knowledge areas with competitive advantages: AI/Computer Science/Digital (shared across all areas), Advanced Manufacturing/Media, Agriculture/Nutrition, Automobile Engineering, Medical Research/Pharmaceuticals, and UrbanTech/Oil & Gas/Finance.
Spatial Programming by Knowledge Area and Innovation Phase: Strategically distributing research centers, innovation hubs, startup incubators, and innovative companies across the three focal districts to maximize synergies and collaboration.

The masterplan delivers a comprehensive transformation roadmap with measurable targets:
Innovation Employment Growth: 45,772 total innovation-focused employees across all phases, including 10,985 researchers in applied research centers, 4,577 innovators in innovation centers, 22,886 employees in innovative companies, and 7,324 startup innovators in incubator spaces.
Built Environment Development: 915,458 m² of total innovation-focused development across three districts—PUC Gávea (145,852 m² / 7,293 employees), Centro ACB + Porto Maravalley (159,446 m² / 7,972 employees), and UFRJ Parque Tecnológico (610,160 m² / 30,508 employees).
Complete Innovation Ecosystem: Integrated network connecting all five stages of the innovation pipeline—research, technology transfer, innovation centers, startup incubation, and industry verticals
