Cape Town’s Innovation District: an evidence-based diagnostic

Overview

The objective of the Cape Town Innovation District project is to establish a robust evidence base for future planning and investment. The study brings together urban, economic, and research datasets into a single analytical framework spanning the City of Cape Town, Stellenbosch and Drakenstein. At suburb level, the diagnostic integrates the region’s physical and mobility networks with a database of approximately 81,000 businesses, more than 1.5 million employees and the research ecosystems of four major universities, creating a common evidence base for understanding where innovation is concentrated and where stronger connections are needed. The project is a collaborative effort involving multiple governmental institutions in South Africa, including the Department of Science, Technology and Innovation (DSTI), the Council for Scientific and Industrial Research (CSIR), the Technology Innovation Agency (TIA), the Western Cape Data Office, and the City of Cape Town.


The study identifies the region’s existing strengths, constraints, and opportunities, providing an integrated evidence base to guide the next phase of planning, policy development, investment prioritisation, and stakeholder engagement. Across the cities of Cape Town, Stellenbosch and Drakenstein, the analysis reveals a highly concentrated ecosystem of universities, research institutions, innovative firms, specialised industries, and knowledge-intensive activities. It also presents the opportunity to strengthen the connections between these assets and create a more integrated innovation corridor linking Cape Town Central Business District (CBD), the Rondebosch university belt, Bellville, and Stellenbosch.



The Challenges

The region possesses many of the ingredients required to become a leading innovation economy, but several structural challenges must be addressed to unlock its full potential:


  • Innovation and knowledge assets are spatially concentrated, creating strong centres of activity while leaving other areas comparatively disconnected from knowledge and economic networks. While the Cape Town CBD functions as a 15-minute city, accessibility falls sharply in areas including Langa, Gugulethu and Nyanga, limiting access to employment, universities and amenities.


  • Strong research capabilities are not yet fully translated into commercial innovation, entrepreneurship, and sustained collaboration between universities, industry, and government. Only ~30% of regional employment is currently innovation-relevant, below the 35–40% benchmark associated with mature innovation districts, highlighting significant potential to strengthen research-to-industry pathways.


  • Fragmented urban and mobility systems can limit interactions between universities, businesses, research institutions, and communities, reducing the potential for knowledge exchange and transfer, and collaboration.


  • Institutional and economic networks remain insufficiently connected, limiting the ability to coordinate investment and build a coherent regional innovation ecosystem.


  • Future growth requires stronger integration between spatial planning and economic development, ensuring that investment in infrastructure, accessibility, research, and innovation reinforces one another.

  • Innovation pipeline identification, highlighting opportunities to strengthen connections between research, entrepreneurship, investment, industry, and public-sector initiatives.


  • Strategic recommendations for the next phase, translating the diagnostic into priorities for spatial planning, investment, governance, connectivity, and innovation ecosystem development.




Outcomes

This comprehensive diagnostic establishes a strategic foundation for the future Cape Town Innovation District, providing decision-makers and stakeholders with a shared evidence base to guide planning, investment and implementation.


  • A unified regional baseline connecting urban, economic, and research systems across Cape Town, Stellenbosch, and Drakenstein. A stronger evidence base for Phase 2 spatial planning and investment decisions, including connectivity, inclusion and innovation infrastructure.


  • Identification of four strategic innovation nodes: Cape Town CBD, Rondebosch, Bellville, and Stellenbosch, and the potential connections between them as multiple independent diagnostics converge on the same geography.


  • Mapping of the region’s knowledge economy, including universities, research institutions, specialised industries, innovative firms, and emerging economic sectors, revealing a strongly connected regional research network in which 74% of research communities are cross-institutional.


  • Identification of connectivity gaps and spatial constraints that may limit collaboration, accessibility, and the diffusion of innovation.


  • Research-to-industry opportunities highlighting potential pathways to strengthen commercialisation, entrepreneurship, and partnerships. The analysis identifies Advanced Manufacturing & Robotics, Business & Finance, and UrbanTech as the strongest existing research-to-industry pipelines, while highlighting health and life sciences as a major commercialisation opportunity.


  • Identification of strategic priorities, providing the evidence base for the development of a spatial masterplan, stronger research-to-industry collaboration and innovation pathways, improved connectivity, inclusive economic development through strategic public investment, and a coordinated governance framework for implementation across participating institutions and government partners.


The result is a common evidence base from which Cape Town and its partners can move from understanding the innovation ecosystem to actively shaping its future.


Rather than creating an innovation ecosystem from scratch, the diagnostic demonstrates that Cape Town already possesses the core urban, economic and research networks of a regional innovation district; the next phase is to connect, specialise and spatially extend them.
